Cara Spencer, Office of the Attorney General for the District of Columbia

Cara is an Assistant Attorney General in the Antitrust and Nonprofit Enforcement Section of the Office of the Attorney General for the District of Columbia (DC-OAG), where she works primarily in nonprofit enforcement.  She has represented the District in multiple civil enforcement suits against local and national nonprofits that operate in the District of Columbia. She also regularly handles multiple nonpublic investigations of potential misappropriation of nonprofit funds, improper conflicted transactions, unlawful charitable solicitations, and governance violations in District nonprofits.  She has been an Assistant Attorney General at DC-OAG since 2017.  Before that, she was a commercial litigation associate at Arnold & Porter Kaye Scholer’s D.C. office.  She earned a bachelor’s degree in philosophy from Columbia College, a Ph.D. in philosophy from the Massachusetts Institute of Technology, and a J.D. from the Georgetown University Law Center.
